GOVERNMENT EMPLOYEES AND PENSIONERS - SANCTIONED - ORDERS

ORDER
Government are pleased to sanction Ad hoc Bonus/Special Festival Allowance
to the State Government Employees, Employees of Aided Educational Institutions,
Full-time ContingentEmployees and other categories ofStaffsubject to the conditions
specifiedinthis order.
Ad hocBonus
2. All State Government employees (including Personal Staff of Ministers, Speaker,
Deputy Speaker, Leader of the Opposition and ChiefWhip), All India Service Officers
working in connection with the affairs of the State, Employees of the Aided
Educational Institutions, Staff of the Local Bodies and employees of Panchayat Raj
Institutions etc. drawing total emoluments up to and including Rs.10,750/- in the
pre- revised scale and Rs.13,000/- in the revised scale ofpay as on 31.03.2011 will
be paid ad hoc bonus for the year 2010-2011 at the rate of onemonth's emoluments
forMarch 2011 before the ensuing OnamFestival subject to the following conditions.
(i) The total emoluments of the employees should not exceed Rs.10,750/- in the
pre revised scale as on 31.03.2010 and Rs.13,000/- in the revised scale per
month as on 31-3-2011.
(ii) For those drawing emoluments ofmore than Rs.2,900/- per month and not
exceedingRs. 13,000/- permonth, the Adhoc bonus will be calculated as ifthe
emoluments were Rs.2,900/- permonth. In the case of those who have opted to
come over to the revised scales of pay on or before 31.03.2011, the term
"emoluments" will mean and include Basic Pay, Personal Pay, Special Pay,
Special Allowance, Personal Allowance, and Deamess Allowance at 24% of the
basic pay in the revised scale, but will not include House Rent Allowance and
other Compensatory Allowances. In the case of those who remains in the pre
revised scale the term"emoluments" willmean and include Basic Pay, Personal
Pay, Special Pay, Special Allowance, Personal Allowance, and Dearness
Allowance at 106% ofthe basic pay in the pre revised scale, butwillnot include
House Rent Allowance and other Compensatory Allowances. The rate of
Dearness Allowance for the purpose of this order will be that sanctioned vide
GO(P)No.l80/2011/Fin dated 11.04.2011. The personal allowance sanctioned
to protect drop in Dearness Allowance in Special Pay will also be reckoned as
emoluments for computing Ad hoc bonus. In the case of employeeswho were
on leave without allowance, halfpay leave, study leave or leave not due during
the month ofMarch 2011, their Ad hoc bonus will be calculated based on the
emoluments last drawn bythembefore proceeding on leave.

2  3. In the case of those who have opted to remain in the Pre-revised scale even on
31.03.2011, the term"emoluments" shallmean and include Basic Pay, Personal Pay,
Special Pay, PersonalAllowance andDearness Allowance at 106 % ofthe basicpayin
thepre revised scale videGO(P)No.180/2011/Fin dated 11.04.2011.

4. The Ad hoc bonus will be admissible to such employees who were in service on
31-3-2011 and have at least 6 months continuous service during the financial year
2010-2011. Those who have retired or even relieved from service on or before
31-3-2011 and had put in 6 months continuous service during the financial year
2010-2011 will also be eligible for Ad hoc Bonus/Special Festival Allowance as the
case maybe.

5.The following categories will also be eligible to receiveAdhoc bonus:
(a) The NMR and permanent workers/labourers and seasonal workers of all
departments including those working in Agricultural farms, Seed farms,
Regional Workshop etc. (for calculation of Ad hoc bonus variable dearness
allowance will also be taken into account in the case of employees drawing
variable dearness allowance).
(b) The employees ofGovernment Presses will be given option either to drawbonus
as admissible to other Government employees as per these orders or the
performance allowance (including ex-gratia allowance if any) payable to
industrial workers as usual. No revision of options will be allowed if the
employee exercises anyone ofthe above options.
(c) The provisional employees who got regular appointments through the P.S.C.
without break, provided they were in service on 31-3-2011 and have at least 6
months continuous sendee during the financialyear 2010-2011.
(d)Teachers who were in aided school service and got regular appointments in
Government Schools through the P.S.C without break, provided they were in
service on 31-3-2011 andhave at least 6months continuous service during the
financialyear 2010-11.
(e) Part-time Teachers ofEducation Departmentwho are drawing payin a scale of
pay.
(f) Regular employees who were under suspension during the whole, or part ofthe
year 2010-2011 will be eligible for Ad hoc Bonus/ Special Festival Allowance
provided they have been reinstated in service on or before the date of issue of
this order and the period of suspension is treated as duty or eligible leave and
have drawnfull salaryfor thatperiod.
(g) Government employees who @ are working in Corporations/Public Sector
Undertakings or Boards on deputation basis provided they are otherwise
eligible for Ad hoc bonus. Ad hoc bonus will be paid to them at the rate
admissible to them had they continued inthe parentDepartment.
Special Festival Allowance

6. The following categories ofemployees who arenot eligible to drawbonus willbe
paid SpecialFestivalAllowance@Rs.1,750/-
(i) Those employees drawingtotal emoluments aboveRs. 10,750/- inthe pre
revised andRs.13,000/- inthe revised scale permonth as on 31-3-2011 and
who arenot eligible to drawAdhoc bonus interms ofPara2 to 5 above,
li) All regular/temporaryemployees includingpersonal staffofMinisters,
Speaker, DeputySpeaker, Leader ofthe Opposition and ChiefWhip and
whojoined service after 1-10-2010 andwho are in service on the date of
issue ofthis order and allregularP.S.C. hands whojoined duty before
fourth Onamof2011.

(iii) Teachers deputed for training from Aided/Government Schools who are
eligible for Onam Advance tinder Article 250 of the Kerala Financial Code
Volume. I
(iv) Re-employedpensioners
(v) Employees on contract appointments.
(vi) Provisionalhands recruitedthroughEmploymentExchangewho are in
service onthe daybefore the FirstOnam(08.09.2011) butwhose services
are not terminatedbefore the Fourth Onam(11.09.2011) irrespective of
their length of service,
(vii) All the teaching andnon-teaching staffofAidedAnglo-Indian Schools
whichhavenotbeenbroughtunder the directpayment system.
(viii) Staff ofthe Shri ChitraHome.
(ix) HonoraryPhysicians ofGovernmentAyurveda Colleges,
(x) Honorary Sisters inGovernmentHospitals.
(xi) Chainmen ofthe RevenueDepartment on dailywages,
(xii) Permanent labourers in GovernmentDepartments.
(xiii) Full-time contingent employees in GovernmentDepartment, LocalBodies
and the contract employees ofKeralaHouse, NewDelhi. Thosewho
have put in 6months continuous service on 31-3-2011 willhave optionto
claimeitherAdhocBonus or Special Festival Allowance,
(xiv) Editor andReporters ofIndianLawReports (Kerala Series)
(xv) GovernmentPleaders andAdditionalGovernment Pleaders.

7. The following categories of staffwill be paid SpecialFestivalAllowance@Rs.750/-
(i) Pollinationworkerswho are in the list ofAgricultureDepartment andthe
workersunder the scheme ofspraying to control leafrot disease of
coconutpalms implementedthrough Panchayat/Municipalities/Corporations
who are onthe rolls ofAgricultureDepartment and arenowemployedbyLocal
Bodiesunder instructions fromtheAgricultureDepartment.
(ii) Cattle improvement assistants in theDairyDevelopmentDepartment.
(iii) Public Counsel
(iv) Life Guards ofTourismDepartmentwho are on dailywages.
(v) Family Planning VoluntaryWorkers who have worked at least 30 days during
the period from the last Onam holidays to the ensuing Onam holidays and
Part- time contingent employees on dailywages recruited fromthe category of
FamilyPlanningVoluntaryPromoters ofTrainedDais.
(vi) 'ScheduledTribes Promoters' (STPromoters) working inthe Scheduled Tribes
Development Department and Scheduled Caste Promoters (SC Promoters)
workinginthe Scheduled CasteDevelopmentDepartment.
(vii) Employees on daily wages who are in service before the first Onam
(ie.8.09.2011) andwhose sendees are not terminated before the fourth Onam
(ie 11.09.2011).
(viii) Home Guards oftheHomeDepartment on dailywage basis.
(ix) Persons acting as substitutes in the place of regular employees in
GovernmentDepartments, Farms and Local Bodies and the Casual
Labourers/C.L.R. Workers including those in Irrigation Department/H.R.
Workers of Irrigation Department provided they have put in 30 days
work during the last oneyear beginningfromthe last Onamholidays to the
ensuing Onamholidays. However, those who have put in a minimum of
200 daysworkduring the period will be eligible for 30 days wages as Ad hoc
Bonus andthosewho have put inless than 200 dayswork but more than
30 days work shall be eligible for Adhoc bonus proportionate to'the days
worked by them subject to a minimum of Rs.750/- In the case of Casual
Workers, CLR Workers andHR Workers who have been regularized in
services, the period of eligibility as indicated above will also include the period

of their service before regularization. However the maximum admissible
AdhocBonus isRs. 2,900/-. . r
(x) NonregularizedCLRandHRworkerswhohaveputinaminimumof30 days
works inbetweenthe last Onamholidayand ensuing Onamholiday,
(xi) TheVolunteers ofAttappadyHillAreaDevelopment Society,
(xii) Part-time contingent employees including thoseworkinginAided Educational
Institutionswillbe eligible for SpecialFestivalAllowance
(xiii) GuestLecturers inEducationalInstitutionswhohave @worked atleast200
hours during the financialyear 2010-11.
(xiv) Thepatientemployees ofthe Leprosy Hospitals.

8.The following categories of employees will be paid Special Festival Allowance at the
ratesnoted against each:

Pensioners:
9. (i) Service pensionerswho are not eligible forBonus orFestivalAllowance
as indicatedinPara4 and 6 abovewill be paida SpecialFestival
Allowance of                                                        Rs.550/-.
(ii) Pro-ratapensioners willbepaidSpecialFestivalAllowance of Rs.500/-
(iii) FamilyPensionerswillbe paid SpecialFestivalAllowance ofRs.450/-
(iv) Ex-gratiaPensionerswillbepaidSpecialFestivalAllowanceofRs.450/-
(v) Personal StaffPensionerswill be paid SpecialFestivalAllowance ofRs.450/-
(vi) RetiredLeprosyPatient employees and Part time ContingentPensionerswillbe
paidSpecialFestivalAllowance of Rs.450/-
Note: - The SpecialFestivalAllowanceunder any one ofthe above schemes alonewill
be paid, ifapensioner comes within the purviewofParas (i) to (vi) above. Similarly, a
serving employeewho is in receipt ofAd hoc bonus or Special Festival Allowance will
notbe eligible for Special FestivalAllowanceunder item9 (ii) above.

10.The Categories of employeesmentioned belowwill not be eligible to receive Adhoc
bonus/SpecialFestivalAllowance:
(i) Those who are eligible for bonus, ex-gratia or such other payments inlieu of
adhocbonus,
(ii) Those who were on leave without allowance, as on 31st March 2011 to take
up employment abroad orwithinIndiaor tojointheir spouses inIndia or
abroad.

11.TheAdhocbonus/special festival allowancewillbe drawnbefore 31-3-2012. The
e.xnenditure will be debited to the head of account from which the pay and

allowances/wages/pension of the individual concerned is drawn. In the
case of employees of Local Bodies, the expenditure on account of the payment ofAd
hoc bonus/Special Festival Allowance will be met from the funds of the respective
Local Bodies.

12. In the case of employees who are on deputation/foreign service as on 31-3-2011
and if their service in the parent department was more than six months during the
year 2010-2011 the bonus admissible will be drawn and disbursed by the parent
department.

13. Self drawing officers may draw the Ad hoc bonus/Special Festival Allowance
without authorization fromthe Accountant General provided for in Note 2 under Rule
165(d) ofthe KeralaTreasury Code Volume I.

14. Payment of Ad hoc bonus/Special Festival Allowance for 2010-11 in the case of
Pensionerswillbemadewitheffect from 31.08.2011.

15. Payment of Ad hoc bonus/Special Festival Allowance for 2010-11 in the case of
other employees in servicewill bemade with effect from02.09.2011.
