Financial glitches are holding up the issue of orders on ‘Revised Entitlement of
Passes’ after Sixth Pay Commission. The matter was recently again discussed by GS
IRTSA with the concerned Officers of the Railway Board who expressed their inability
so far to convince the Financial Directorate about the negligible impact of granting
the 2AC pass to all the left out employees in the Grade Pay of Rs.4200 & above –
irrespective of the date of Recruitment on Railways – as demanded by the two
Federations as well as by IRTSA.
The discrimination on the basis of date of Recruitment had since long been
held to be unjust. Member Staff had accepted the above said demand in September,
2009 itself for grant of 2AC pass to all the employees in the Grade Pay of Rs.4200 &
above. But even after the lapse of almost an year the matter still hangs fire.
Meanwhile, the Federations as well as IRTSA have sent several reminders to the
Railway Board for early issue of orders in this regard, but to no avail.
IRTSA, through a Memorandum for Eligibility for First Class Pass to all in
Grade Pay Rs.4200 - recently submitted to the Railway Board, had once again strongly
pleaded on the issue – citing statistics – painstakingly collected from different
sources – highlighting the fact that the issue involved only negligible “notional
expenses”. But still the Board has as yet to decide the matter either way.
Apparently it seems that more struggle shall be required to get a favourable
decision in the matter.
